REASON FOR SELECT
COMMITTEE CONSIDERATION
To agree the approach that should be taken by the Select Committee in
reviewing the Newport Traffic Management so to assist the Portfolio Holder for
Transport, and the Executive, in any decision about its permanent
implementation.
ACTION REQUIRED BY THE SELECT COMMITTEE To indicate the type and style of written evidence required, together
with the involvement of stakeholders, to enable the Select Committee to
undertake a review of the Newport Traffic Management Scheme. |
BACKGROUND
The Select Committee agreed, at its meeting on 29 October 2004, to
undertake a review of the Newport Traffic Management Scheme prior to May 2005
when the existing experimental orders expired.
There are a number of issues where guidance is required from the Select
Committee to enable all the relevant evidence to be collated and made available
for such a review. Consideration also needs to be given to the involvement of
appropriate stakeholders with a view of either seeking written evidence and/or
attendance at the Select Committee meeting.
Evidence that members may wish to have included in the review could be :-
1)
The impact upon
the punctuality of bus services operating to and from the Bus Station.
2)
The effect of
allowing taxis to use the bus lane and provision of additional rank space.
3)
The
effectiveness of signage.
4)
Accident
records for both vehicular and pedestrian traffic.
5)
Enforcement.
6)
The provision
of loading bays.
7)
Facilities
provided for those with disabilities.
8)
Effect on trade
within the Town Centre.
9)
The impact on
parking, both on street and off street.
The Select Committee should also identify relevant stakeholders that it
believes would be of benefit to its discussions. Examples are Southern Vectis,
Taxi Proprietors Association, Disabled Drivers Group, Chamber of Commerce,
Newport Forum, Police and appropriate members of the Quality Transport Partnership
who can represent other interest groups.
Consideration should also be given as to when the meeting should be
held and the time of commencement.

The scheme contributes towards the aims and objectives within the Local
Transport Plan.

PROCESS
The experimental orders were the subject of the statutory process for
traffic regulation orders.
FINANCIAL, LEGAL,
CRIME AND DISORDER IMPLICATIONS
The report to the Executive on 12 March 2003 indicated that the scheme
had an allocation of £490,000 in the Highways capital budget.
