PARKING POLICY - MR J EFFEMEY

REASON FOR SELECT COMMITTEE CONSIDERATION
Mr J Effemey has asked for an item to included on the Select Committee’s agenda in accordance with Select Committee Procedure Rules, Article 9.
ACTION REQUIRED BY THE SELECT COMMITTEE
To consider what action, if any, should be taken.
BACKGROUND
Mr Effemey has submitted a request that the Select Committee “Considers if the parking meters an Cowes Esplanade and those in the Mornington Road parking place are totally viable for six months use - bearing in mind the abysmal financial returns achieved.”
Members are reminded that there is a Car Park Task Group which is reviewing the provision and operation of the Council’s on street/off street car parking and advising the Executive on possible changes to policy.
RELEVANT PLANS, POLICIES, STRATEGIES AND PERFORMANCE INDICATORS
The Select Committee considered a range of policies at its meeting on 19 December 2002.
CONSULTATION PROCESS
Any alterations to the Council’s on street/off street parking places will need to be approved by the Executive and then publicly advertised. Any representations are then considered by the Executive.
FINANCIAL, LEGAL, CRIME AND DISORDER IMPLICATIONS
There would be a loss in revenue if the charges were reduced or withdrawn at these sites. Whilst there are no obvious crime and disorder implications the knowledge that the area is visited by a Council parking attendant may prove to be a deterrent to any vehicle crime, particularly in the Mornington Road parking place.
