Title :              ESTABLISHMENT OF A TASK GROUP ON CAR PARKING

 

REPORT OF THE HEAD OF PAID SERVICE






SUMMARY/PURPOSE


To consider the establishment of a Task Group to review policies regarding on street and off street parking, including residents parking.


BACKGROUND


Members may recall that at the Select Committee meeting held on 27 February 2002 consideration was given to the consultation exercise undertaken with regard to the 2002 Parking Places Order. In the course of this members indicated that :-

 

           (a)       the justification for retaining free car parks at certain locations as part of an Islandwide parking strategy be reviewed,

 

           (b)       the development of policies relating to residents parking schemes and zones be considered further.


A report on the Select Committee’s workplan, compiled from the matters raised at the Awayday on 31 May 2002, will be presented to the August meeting. Arising from this I have spoken with the Chairman on the need to progress the review of on street/off street car parking because of the timescales involved in advertising any proposed amendments.


It is therefore suggested that a Task Group be established to :-

 

           (a)       Review the Council’s policies in relation to the provision and operation of its own on street/off street car parks togther with that for residents parking schemes.

 

           (b)       To highlight possible areas where changes to policies could be brought into operation by the Executive.


The Task Group will review the relevant sections of the Local Transport Plan and Unitary Development Plan relating to car parking and the policy on residents parking schemes set by the Roads and Transportation Committee in 1998. It is suggested that a report on its findings should be made to the Select Committee meeting on 30 October 2002.


FINANCIAL IMPLICATIONS


Whilst there are no direct financial implications there will be a human resource implication in gathering information for the Task Group.


OPTIONS

 

2.        To establish a Car Parking Task Group as detailed above.

 

3.        To establish a Car Parking Task Group with amended terms of reference.

 

4.        To take no action at this stage.

 

RECOMMENDATIONS

THAT a Car Parking Task Group be established as detailed in the report.
