REASON FOR SELECT
COMMITTEE CONSIDERATION
Cllr M Cunningham has requested, under Select Committee Procedure Rule
9, for an item to be included on the agenda relating to progress being made
with an Island Residents Permit for car parks.

BACKGROUND
The Select Committee may recall that at its meeting on 23 April 2004 it
considered a report on the strategic overview of parking demand management. In
forwarding comments to the Executive on this the Strategic Director of
Environment Services was requested to investigate the introduction of a special
residents parking card on the lines to that operated in the New Forest. At the
meeting of the Select Committee on 17 June 2004 arising from a call-in of the
decision of the Executive on the car parking order the Portfolio Holder
referred to initial investigations into an Island Residents permit and the
trialling of a permit scheme for car parks associated with leisure facilities.
Councillor Cunningham has requested that the Portfolio Holder for
Transport report to the Select Committee on progress made in respect of the
Island’s Residents Permit for all car parks as reported to the Executive on 30
June 2004. In that report it indicated that Phase 2 of the investigations into
such a permit would be submitted to the Quality Transport Partnership, this
Select Committee and the Executive in September/October. Councillor Cunningham
has also referred to the Council’s Forward Plan for October 2004 to January
2005 and the fact that no item is due to be considered by the Executive.
Additionally he indicates that no reference is made to Phase 4 of the exercise
whereby a report on the draft Island-wide parking Places Order would be
considered by the Executive in December 2004/January 2005.

POLICIES, STRATEGIES AND PERFORMANCE INDICATORS
The control of car parking is recognised as an important traffic
management tool in any demand management strategy. Price control is one
effective method of regulating this and is consistent with the aims and
objectives contained in the Council’s Local Transport Plan.

PROCESS
The Executive indicated that it would be reporting principles and
findings to the Quality Transport Partnership and the Select Committee in
September/October.
FINANCIAL, LEGAL,
CRIME AND DISORDER IMPLICATIONS
Revenue raised through car parking charges is an important element of
the Council’s overall budget strategy. Changes to the car parking order will
require public advertisement.
