ENVIRONMENT AND TRANSPORT SELECT COMMITTEE WORKPLAN

REPORT OF THE HEAD OF SELECT COMMITTEE SUPPORT

SUMMARY/PURPOSE

The Council's constitution provides for the adoption of workplans by all Select Committees. The Environment and Transport Select Committee's away day at Northwood House on 1 August 2001 generated a range of issues that Members suggested should be work priorities. After further discussion with your Select Committee Chairman and having regard for comments from appropriate officers, a draft Select Committee Workplan has been prepared.

BACKGROUND

1. Select Committee procedure rule 8 reads "Each Select Committee shall establish its own work programme."

2. The Select Committee away day was planned to provide Members with an opportunity to explore, with the aid of officers, the role and scope of the Committee and therein identify issues to incorporate in a planned programme of work.

3. It was agreed at the away day that the planned programme of work should be directed towards monitoring service delivery and policy review and development. Planned work can be progressed by the Select Committee as a whole, or through working parties and task groups.

4. Article 6 of the Council's constitution incorporates guidelines for the establishment of Select Committee working parties. These guidelines specify that :

5. The constitution provides for small informal member/officer task groups established to investigate issues of a non-controversial nature.

6. Attached as an Appendix to this report, Members will find the draft Environment and Transport Select Committee Workplan. Members are invited to review and pass comment on the workplan and in particular the schedule of planned business.

7. Views are sought on proposals to progress business items through Working Parties or Task Groups.

For example :

Members considered Waste Management and Recycling Services at the away day. Possible terms of reference for a Working Party/Task Group, refined from views expressed at the away day include :

To assess whether recycling and collection targets are being met and whether performance can be improved? If so how?
(a) Getting the recycling 'message' across to the public - to review how it could be explained better?
(b) To review arrangements for issuing of composting bins and black boxes
(c) To identify and investigate options for recycling more commercial waste

Members also considered issues surrounding the provision of Public Conveniences. Possible terms of reference for a Working Party/Task Group, again refined from views expressed at the away day include:

8. Members will be invited to consider establishing a Renewable Energy Working Party/Task Group when they receive a separate report on the agenda.

RECOMMENDATIONS

1. That the draft workplan with agreed amendments be approved.

2. That the Environment and Transport Select Committee establish Working Parties or Task Groups to review and consider :
