REASON FOR SELECT COMMITTEE CONSIDERATION
To keep informed as to whether targets set in the Highways and Transportation Best Value Improvement Plan are being met.
ACTION REQUIRED BY THE SELECT COMMITTEE
To receive a report on progress with the Highways and Transportation Best Value Improvement Plan.
BACKGROUND
Although good progress has been made in implementing the Best Value Improvement Plan, an independent audit of this was considered to be essential. Mike Sharpe, the Consultant who provided the external challenge during the production of the Improvement Plan, has been asked to provide a report on progress. He has spent 1½ days interviewing staff on site and his report is expected shortly. With this awaited it was considered that the members of the Highways and Transport Select Committee would wish the progress report to contain details of the consultant’s findings and so it will be brought to a future Select Committee.
In the meantime it is confirmed that the development of the Engineering Services Quality Management System is going to plan with a great deal of work already undertaken. Progress towards assessment for “Investors in People” is also on target. A great deal of investigation has been undertaken with regards the improvement of procurement within the department.

The Highways and Transportation Best Value Improvement Plan sets out the timetable for changes.
