THE ISLE OF WIGHT COUNCIL (PARKING PLACES) ORDER NO 1 2004

 

Notice is hereby given that the Isle of Wight Council in exercise of their powers under section 32(1), 35(1) and (3), and 45(1) and (2) of the Road Traffic Regulation Act 1984 and after consultation with The Chief Officer of Police propose to make an order the effect of which will be to:

 

1.                  To revoke the provisions of ‘The Isle of Wight Council (Parking Places) Amending Order No 1 2003’.

 

2.                  To re-enact the provisions contained therein subject to the following amendments:

 

a.      to introduce the following car parks as long stay pay and display  on all days 8.00 am to 6.00 pm between 1st April and 31st October :

 

Chilton Chine, Brighstone; Whale Chine, Brighstone; Fort Victoria, Freshwater; Appley Car Park, Ryde: Puckpool, Ryde; Pier Road, Seaview; Smugglers Haven, Ventnor; Wheelers Bay, Ventnor.

 

b.      to introduce the following car parks as long stay pay and display on all days 8.00 am to 6.00 pm all year round:

 

Warnes Lane, Brighstone; The Arboretum Parking Place, Newport; Seaclose Recreation Ground, Newport; Heights, Sandown; Atherley Road, Shanklin; Broadway, Totland; Dudley Road, Ventnor; East Cliff, Ventnor; Bouldnor Viewpoint Yarmouth.

 

c.       To introduce the following car parks as short stay pay and display on all days 8.00 am to 6.00 pm all year round:

 

Carisbrooke High Street, Carisbrooke; Brannon Way, Wootton.

 

d.      To introduce an afternoons free parking in car park at New Road, Lake on Thursdays between the hours of 1.00 pm and 6.00 pm.

 

e.      To change the Tuesday afternoons free parking from 1.00 pm to 6.00 pm in the car park at Avenue Road, Freshwater to Moa Place, Freshwater.

 

f.        To make the car park at the County Hall Complex, Newport pay and display on all days 8.00 am to 6.00 pm all year round. Staff permit holders will be exempt Mondays to Fridays only.

 

g.      To introduce a new car park in Little London, Newport as short stay pay and display 8.00 am to 6.00 pm all year round.

 

h.      To change the dates for the seasonal charging from 1st May to 31st October so that for the purposes of the 2004 Order it will be 1st April to 31st October.

 

i.         To make the on-street parking in The Parade, Cowes and The Common, Yarmouth pay and display all year round.

 

j.         To introduce pay and display for the maximum stay of 2 hours and no return within 2 hours within 75% of the Residents Parking Scheme zones in New Street on-street, Newport and St Marys Road, Cowes. Resident Permit Holders will remain exempt.

 

k.       To increase the cost of the general parking permits as follows:

l.         To change the charging structure at the Ventnor Botanic Gardens so that it is as follows:

 

All days during the hours of 8.00 a.m. to 6.00 p.m. 1st April to 30th September

1 - 4 hours                   £2.00

4 - 24 hours                 £3.00

 

Mondays to Sundays inclusive during the hours of 10.00 a.m. – 4.00 p.m. - 1st October to 31st March

 

Up to 6 hours               50p

 

m.     To increase the operational powers of the parking attendant when issuing the notice of the excess charges so as to allow effective delivery of the excess charge to the driver or registered keeper of the vehicle.

 

A copy of the draft Order, and this Notice may be inspected between normal office hours at the Customer Service Centre, County Hall, Newport, Isle of Wight during the objection period.  If you wish to object to the proposal contained in this notice you should send the grounds for your objection, in writing, to Legal Services, County Hall, Newport, Isle of Wight, PO30 1UD not later than 12 noon on Friday, 2nd day of April 2004. Any representations received may be open for public inspection.
