REASON FOR SELECT COMMITTEE CONSIDERATION
To consider the Best Value Report and Improvement Plan following the consultation period from 11 November 2002.
ACTION REQUIRED BY THE SELECT COMMITTEE
1. To recommend the report for approval by the Executive.
2. To establish a Task Group of elected members and young people to review the progress of the Improvement Plan
BACKGROUND
The Youth and Community Service presented its draft Best Value Report andImprovement Plan at the Education, Community Development and Lifelong Learning Select Committee on 11 November 2002. This began a further consultation period in which the report was posted on the Council’s Website and all stakeholders were circulated a copy of the report and invited to a meeting at St. Georges Park on 4 December 2002 at which there was an excellent attendance.
The revised report was also discussed at the Appraisal Group meeting on 6 December 2002 and with further amendments together with the comments from some stakeholders the Report and Improvement Plan are now in their final version.
The Youth and Community Service having undertaken a full and thorough Best Value Review is keen to start implementing the Improvement Plan and to meet the objectives of the Governments “Transforming Youth Work – Excellent Youth Services”.

These have been referred to in the Best Value Review. A copy of the full document has been sent separately to members of the Select Committee.
