REASON FOR SELECT COMMITTEE CONSIDERATION
This report is submitted to allow members to consider progress against the Special Educational Needs Development Plan.
This Plan was considered by the Education, Community Development and Lifelong Learning Select Committee on 18 September 2001, prior to approval by the Executive on 16 October 2001.
ACTION REQUIRED BY THE SELECT COMMITTEE To consider the Development Plan, to note progress against key objectives to date, and offer suggestions for additional improvements. |
BACKGROUND
The Development Plan was prepared following extensive consultation during 2000/2001. The Development Plan drew upon evidence from the LEA Ofsted inspection in June 2000 followed by formative consultation with key stakeholders (to set out the agenda for improvements) followed by formal consultation on the proposed changes and developments.
RELEVANT PLANS, POLICIES, STRATEGIES AND PERFORMANCE INDICATORS
The relevant central document is The Development Plan report, as presented to the Executive on 16 October 2001.
CONSULTATION PROCESS
Executive consultation has taken place in preparation of the original Development Plan. Ongoing consultation through focus groups, enables service users to remain involved in discussion and future development.
FINANCIAL, LEGAL, CRIME AND DISORDER IMPLICATIONS
Any financial implications are identified in the Development Plan. In the main, services are funded within directorates’ core budgets, or through funding initiatives available through grants or pump priming monies. Services are delivered within existing statutory frameworks. Improvement actions which have implications for Crime and Disorder prevention are discussed with the Crime and Disorder Manager as necessary.
