7.        CALL IN OF EXECUTIVE MINUTE 34 - URGENT BUSINESS - AUCTION OF PAINTINGS


The Strategic Director, Education and Community Development referred to the Call in Notice, of the resolution to Minute 34, of the meeting of the Executive held on 5 June 2002. The Strategic Director provided background information to the auction, by Christies, of a unique collection of 112 Rowlandson watercolours. 23 of the watercolours were of mainland locations with the remainder being of views on the Isle of Wight, thereby constituting the largest single group of original 18th century views of the Isle of Wight in the world. Members were made aware of the tight timescale involved in order to purchase the collection by private treaty prior to the planned auction. If no offer had been received from the Council the paintings would be sold as individual lots. The Heritage Lottery Fund had approved grant funding of £732K (88% of the total cost), additionally the Art Collection Fund had approved a further £50K leaving a shortfall of £50K to be met from Council resources. Additional costs would be also be incurred relating to insurance, display and storage. Members were circulated with details of revenue projections over a five year period. A net average income of approximately £40K per annum was anticipated from the sale of single image reproductions based on reproducing a maximum of just 30 out of the total watercolours. It was reported that the funding from the Heritage Lottery Fund would enable the paintings to be mounted and framed upon receipt. 30 paintings would be displayed immediately on a rotational 2 month period.


RESOLVED :

 

THAT the decision of the Executive regarding Minute 34, of the meeting held on 5 June for authority to be given to proceed with the bid and for funding of up to £50,000 to be released if unable to be met by external sources, be supported.
