You will
recall that the Council has resolved to carry out a Masterplan for the housing
and employment allocations at Pan as set out in the Unitary Development Plan
(UDP) 2001. Its purpose was to bring
about an innovative and high quality development which would integrate with the
existing town and provide an attractive and sustainable living environment. It would also enable the Council to show how
the requirements of PPG3 (Housing) were to be met.
Before
undertaking the Masterplan, the Council had to complete an Urban Capacity Study
(UCS) and Phasing Report to identify the likely yield from brownfield sites and
the contribution required from greenfield allocations to show how the Council
could fulfil its housing requirements over the plan period. The UCS was adopted as Supplementary
Planning Guidance (SPG) to the UDP in December 2002.
The brief
seeking expressions of interest was agreed following consultation with key stakeholders
and this was sent to some 40 consultancies, all of who were members of the
Urban Design Group of the Commission for Architecture and the Built Environment
(CABE). In addition, CABE provided the
Council with a facilitator to assist in the selection process and the ongoing
production of the Masterplan.
Four
companies were short listed for interview and Tibbalds Munroe (TM2) were
selected as the Council's consultants.
An initial
site visit and meeting has recently taken place with representatives from
Planning, Housing and Property Services.
Following those discussions, the likely key milestones for the project
are as follows:

August 2003 - Research and analysis;
urban design, property, traffic, landscape, movement, planning and engineering
advice.
·
September 2003 - Initial stakeholder
workshops.
·
Drafting of initial options.
·
Option appraisal/evaluation.
·
Review by Council.
·
Stakeholder feedback workshops.
·
Draft Masterplan framework.
·
Masterplan review and testing.
·
Production of draft SPG.
·
Review meeting and presentation to
Council.
·
Public consultation
exercise/exhibition.
·
Consultation review and feedback.
·
Review and amendment to SPG.
It is
anticipated that a draft of the Masterplan will be brought before this Select
Committee for deliberation later in the year.
