Title:               BEACHES & ESPLANADES BEST VALUE REVIEW

 

REPORT OF THE STRATEGIC DIRECTOR, EDUCATION AND COMMUNITY DEVELOPMENT

                                                                                                                                                 


SUMMARY/PURPOSE


Members are asked to consider the draft Best Value Review of the Beaches and Esplanades Services and the recommendations detailed in the improvement plan. A copy of the Review is attached for members of the Select Committee only. Further copies can be obtained from Committee Services.


BACKGROUND


The Beach Esplanade Management Service is part of the Parks and Beaches Section within the Education & Community Development Directorate. This Review is part of a group of reviews encompassing Tourism and Economic Development.


The Review document details:


The description of the current services provided.

The strategic links between Tourism, Economic Development and other departments/organisations who have an interest in Beach Esplanade Management.

How the service meets the corporate objectives together with the objectives of the service delivery.

The consultation process and its feedback to the improvement plan

The comparison with other local authorities

How the service is currently measured

Performance targets and how they will be measured

The Improvement Plan

How the Improvement plan will be measured.


Whilst Beach Esplanade Management is relatively small in comparison with other services delivered within the Authority, it is fundamental to the development of tourism in an increasingly competitive market and its need to maintain its contribution to the Island Economy.


It is quite clear from the Review the importance that both visitors and Islanders give to a clean and safe beach and Members are, therefore, asked to give this Review their consideration and support the recommendations suggested.


FINANCIAL IMPLICATIONS


Should the review be approved and the recommendations accepted, additional revenue of £50,000 would be required to implement the services. In addition to these costs a capital investment of £32,000 would also be necessary to introduce the new byelaw in item 5 of the improvement plan. There is no current budget provision with which to fund these additional costs.

RECOMMENDATIONS


THAT the Executive be recommended to approve the Best Value Review of Beaches and Esplanades, subject to the appropriate funding being identified.
