BACKGROUND
In October 2001, the Executive approved the expenditure of £50,000 on consultants to help prepare a masterplan for the development of the Pan housing site. Progress on the appointment of consultants has been delayed pending the completion of the Urban Capacity Study and subsequent phasing report which is being considered by the Select Panel in another paper. The justification for release of greenfield housing sites has been made in those two studies and, subject to their adoption after public consultation, it is now appropriate to progress on the development of a masterplan for Pan. Attached as an appendix is a draft guidance for the preparation of a masterplan which is designed to act as a tender document for consultants. Having given consideration to a number of options, officers are of the view that this draft brief should be subject to initial public consultation prior to it being used to brief consultants who would then be shortlisted and invited to make presentations to the Council and other selected bodies. On the basis of this, a preferred consultant would be appointed to prepare and develop the masterplan. Members' views on the document are sought.
