The Select Committee requested that it have the
opportunity to consider the outcome of the investigation and any
recommendations. It is not proposed
that the Executive receive a report specifically on the investigation of
subsequent report but that the issues raised are picked up in relation to
planned decisions on the 2003 Festival and the externalisation of Wight
Leisure.

BACKGROUND
Members of the Select Committee will be familiar with
the chronology of the 2002 Festival and launch event, the financial outcome and
proposals for an event in 2003 (including the call-in of the Executive decision
of 5 November 2002 and the subsequent meeting of the Select Committee on 19
November 2002).
Some Members of the Select Committee, through their
political group leader, raised a series of questions subsequent to the 19 November
meeting. Some, but not all, of those
questions are answered by the report of Neil Newton (which has been circulated
to Members of the Select Committee separately from this agenda). The Select Committee may particularly wish
to consider whether they wish to receive answers to those questions in the form
of evidence to the Select Committee and whether or not they wish to do so in
the context of further consideration of the proposal for the 2003 event.
The monitoring officer has confirmed in the covering
letter that accompanied the distribution of the report into the 2002 launch
event that, other than to assist in the implementation of the recommendations
he intend s to take no further action into the 2002 event.
The Festival was designed to deliver the corporate
plan objective of working with the tourism industry to promote the Island as an
all-year holiday destination, an objective which reflects theme 6 (developing
tourism) of the Community Strategy.
Action 1.76 of the Community Strategy refers specifically to delivery of
the 2002 Festival.
Commissioning and presentation of the report are the
responsibility of the Monitoring Officer.
A consultation was undertaken with relevant portfolio holders and senior
officers during the process and the Select Committee was informed, and
endorsed, the proposal to conduct the investigation.
The opportunity to discuss the report and
recommendations raised no financial, legal or other implications.
Appendix 1 is the list of questions submitted to the
Monitoring Officer by the Conservative Group.
