RESOLVED :
THAT the Minutes of the meeting held on 28 October 2002 be confirmed.
43. CALL IN OF EXECUTIVE MINUTE 37 A - THE QUEEN’S GOLDEN JUBILEE CELEBRATIONS - ISLE OF WIGHT MUSIC FESTIVAL
The Chairman of the Select Committee referred to the Call In Notice in respect of Minute 37 A of the meeting of the Executive held on 5 November 2002. The Select Committee was advised that the decision had been called in on the grounds that it was in contravention of the Council’s budgetary framework and that the Executive had not been in full knowledge of all the financial details of the2002 Music Festival when the decision had been made. In particular that the final accounts of the festival had still not been published. The Monitoring Officer advised the Committee that he intended to carry out an in-depth study to satisfy outstanding concerns of the net cost of the event.
The Strategic Director of Finance and Information and County Treasurer advised that the decision which was the subject of the Call In Notice only affected the future of the music festival and was designed to recover past loss and not increase future spending and therefore the Executive had made the decision within the budgetary framework of the Council.
RESOLVED TO RECOMMEND TO THE EXECUTIVE :
(a) THAT the decision of the Executive taken on 5 November 2002 be noted.
(b) THAT the outcome of an investigation by the Monitoring Officer; and any subsequent recommendations of this Select Committee be taken into account when further decisions were taken in relation to the 2003 (and future) festivals.
