RESOLVED :

 

THAT the Minutes of the meeting held on 4 April 2006 be confirmed.

 

57.             DECLARATIONS OF INTEREST

 

Interests were declared in the following matters:

 

Cllrs Ivan Bulwer, Charles Chapman, Muriel Miller and Arthur Taylor - declared a personal interest in Minute 58 (a) 3 15 – 17 St James Street, Newport - as they knew the person speaking on behalf of the applicant.

 

Cllr W R Burt - declared a personal and prejudicial interest in Minute 58 (a) 4 Gladices Barn, Gladices Lane, Chale Green, as he had previously given evidence against the applicant – he was not present during the discussion and voting thereon.

The reasons for the resolutions made in accordance with Officer recommendation were given in the Planning report.  Where resolutions are made contrary to Officer recommendation the reasons for doing so are contained in the minutes.

 

A schedule of additional representations received after the printing of the report were submitted at the beginning of the meeting and were drawn to the attention of Members when considering the application. A note is made to that effect in the minutes.

Details:

Residential development of 9 houses and 2 bungalows with parking and access off Drabbles Lane.

 

Site of former Country Gardens and Summerhill Cottage, Drabbles Lane, Sandown.

The site was visited by Members of the Development Control Sub Committee on Monday, 8 May 2006.

Comment:

Decision:

The Committee had taken into consideration and agreed with the reasons for the recommendation as set out under paragraph entitled Justification for Recommendation of the report and resolved:

Conditional planning permission, subject to the conditions set out in the Part II Register.

 

Conditions:

Condition 3 to be amended to include detailing of feature brickwork and façade.

 

Condition 20 be replaced with an alternative condition which required the omission of the visitors’ space and its provision elsewhere within the development and for the laying out of the remaining car parking space.

 

Conditions 7 and 8 required comprehensive details of foul and storm water drainage to be submitted before any development could be commenced.

The site was visited by Members of the Development Control Sub Committee on Monday, 8 May 2006.

One letter of objection and two letters of support had been received.

 

Archaeology recommend condition if approved.

 

Southern Water confirmed that the flows from drainage should be similar between the two uses, but have asked for a condition to be imposed if approved.

 

Comments were received from Medina Housing Association.  Further discussions were being undertaken with Medina Housing and South Wight Housing Group.

 

A letter from Hampshire Constabulary which had accompanied the planning application as supporting information.

 

Comment:

None.

Decision:

The application was refused contrary to officer recommendation as Members believed the proposed development had inadequate drainage capacity and were unhappy with the rear design element.

 

In compliance with the Council’s Constitution a named vote was taken as the decision was contrary to officer recommendation.

Reasons:

The development of the site with the six flats represented overdevelopment of the site resulting in a building which would have an over dominant and over bearing impact on surrounding residential occupiers.  Additionally the building by reason of its height, massing and design would be out of scale and character with the prevailing pattern and style of development in the surrounding area.  In consequence the proposal was contrary to Policies H6 (High Density Residential Development), G4 (General Locational Criteria for Development), D1 (Standards of Design) and D2 (Standards for Development within the Site) of the Isle of Wight Unitary Development Plan.

TCP/22460/L

 

Details:

One/two storey ten classroom maths block, to include disposal of spoil on nearby land and re-alignment of access ramp.

 

Medina High School, Fairlee Road, Newport.

The site was visited by Members of the Development Control Sub Committee on Monday, 8 May 2006.

A letter was received from a resident of Fairlee Road.

 

Comments from the applicant’s engineer were received.

 

Comment:

None.

 

Decision:

The Committee had taken into consideration and agreed with the reasons for the recommendation as set out under paragraph entitled Justification for Recommendation of the report and resolved:

 

Conditional planning permission, subject to the conditions set out in the Part II Register.

 

A letter detailing members concerns with regard to the building works commencing before planning permission was received be sent to Isle of Wight Council’s Property Services and Education Departments.

The site was visited by Members of the Development Control Sub Committee on Monday, 13 June 2005.

Additional Representations:

Further representations were received from the AONB Partnership, withdrawing their strong objection to the proposal.

 

An additional letter was received from a local resident.

 

Comments from the Campaign for the Protection of Rural England were received.

 

Comment:

The Local Member, Cllr Wendy Arnold, spoke on this item.

 

Decision:

The application was refused contrary to officer recommendation as Members believed the proposed development would have an unacceptable impact on the landscape, cause light pollution in the area and raised concerns with regard to the access arrangements.

 

In compliance with the Council’s Constitution a named vote was taken as the decision was contrary to officer recommendation.

(Item 4)

 

 

(b)               Schedule of Appeals at 31 March 2006

 

Members gave consideration to the Schedule of Appeals for the year 1 April 2005 to 31 March 2006.  143 appeals had been lodged compared to 114 in the previous year, which represented a 25% increase, of those 143 76% were dismissed and 24% allowed.  The bulk of appeals continued to be against refusal of planning permission.

 

It was noted that whilst the number of appeals against decisions had increased, the overall appeal success rate had remained relatively constant at a figure well below the national average.

 

The Development Control Manager reported that 7 additional appeals had been dismissed since the report had been submitted.

 

RESOLVED :

 

            THAT the report be noted.

59.             MEMBERS' QUESTION TIME

 

Cllr Arthur Taylor asked a question in relation to the Ryde Town Management Committee being consulted on planning applications in the future and was advised that they could be supplied with the details but not act as consultees.

 

Cllr David Whittaker asked if the Newport Management Committee could also be added to the list.

 

Cllr Brian Mosdell asked if members believed the trail of Google Earth had been a success and if it would be to the Committee’s advantage to obtain a licence to enable the committee to use the system on a regular basis, members agreed that it had been successful and any necessary licences should be obtained.

Members of the Development Control Sub Committee thanked the outgoing Chairman, Cllr Arthur Taylor for all his help in steering the Committee through a difficult transition period during the past year.
