REPORT OF THE DEVELOPMENT CONTROL MANAGER
SUMMARY
Further to the committee meeting of
22 August 2006 in which the following application was refused for reasons
relating to over dominance and drainage. Comments have now been received from
Southern Water in which they do not object to the scheme and recommend that if
approved a condition be placed on the application requiring surface water to be
removed from the combined system to release adequate capacity for the foul
drainage generated from the proposal. This condition has been placed on many
similar sites throughout the island and following a recent appeal it has been
recommended by the Planning Inspectorate that this issue is dealt with in this
manner. Therefore, we would ask that Members consider removing this reason for
refusal as it is not considered to be sustainable in the event of an appeal.
This would result in the application
being refused for the reason as stated below.
The proposal represents an
overdevelopment of the site creating conditions likely to give rise to loss of
outlook, loss of light and development of an over-bearing nature, detrimental
to the amenities of the neighbouring property and as such is contrary to
Policies D1 (Standards of Design) and H5 (Infill Development) of the Isle of
Wight Unitary Development Plan.
