2.                  ELECTION OF VICE CHAIRMAN

 

It was proposed and seconded that Mrs M J Miller be elected as Vice Chairman of the Development Control Committee.  There were no further nominations and following a vote by a show of hands it was :

The officers report had been written on the basis of drawings received and discussed on 18 May 2005, but on the 6 June 2005 a different drawing was submitted which had not previously been seen by the Planning Department and showed a building of greater visual impact.

 

Members expressed extreme concern with regard to the impact, siting and height of the building and that a decision was needed that day if the funding for the survey was not to be lost.

Decision:

The application was approved, subject to conditions, and contrary to officer’s recommendation as members believed there was a demand for small inexpensive lock-up units suitable for small business start ups.  The proposed units were unobtrusive and replacements for the existing buildings.  Employment was the main consideration.

(a)               Planning Appeal Statistics

 

The Committee were given an update of all the appeal decisions that had been received during 2004/05.  The Island had a good overall planning base that was being supported by the Planning Inspectorate on Appeal with a higher proportion of Appeals being dismissed than the national average.

 

Appeals had previously been reported to the Committee on a three weekly basis but were now published weekly in the Isle of Wight County Press.  That being the case Members believed there was no longer a need for Appeals to be reported to every meeting, although Local Member notification would remain unchanged.

 

RESOLVED :

 

THAT the report be noted.


(b)               Schedule of Outstanding Section 106 Obligations

 

Members were made aware of the schedule of currently outstanding Section 106 obligations for the last four months.  It was proposed that in future the schedule be brought to the Committee on a quarterly basis.

 

It was proposed to impose a requirement on applicants to conclude a Section 106 Agreement within a specified time period, likely to be three months, for all but the most complicated or the application would be reverted back for determination on the basis of unwillingness to enter into one.

 

RESOLVED :

 

THAT a time limit of three months to conclude a Section 106 Agreement, from the first draft, be imposed.
