REASON FOR
CONSIDERATION
To formulate the approach that Select Committee should take when considering
Service Plans for 2005/06

BACKGROUND
Members will recall that last year Select Committees received edited
details of Service Plans. Having looked at the format of the 2004/05 Service
Plan I believed, at that time, that it would be more beneficial to concentrate
debate on the elements relating to Key Achievements for 2003/04; Key Objectives
and Improvements for 2004/05; Structure and Budget 2004/05; Key Performance
Measures and Targets 2004-05 and Resources Bids Summary. There was a range of
differing views on this approach. It is obviously difficult to get a balance
between ensuring that all appropriate key details are made available and not
inundating Members with masses of paper.
It is also very important for the Council’s Comprehensive Performance
Assessment 2005 to ensure there is ownership, agreement and monitoring of the
Council’s Service Plans by Members which is a major part of the performance
management agenda.
Guidance from Members will be welcome on the issues of monitoring the
Service throughout the year, with a suggestion that each Improvement Plan’s
progress is discussed on a six monthly basis.
The format for Service Plans has been amended for 2005/06 and is as
attached at Appendix 1.
As the result of feedback from Members and Heads of Service last year a
revised format has been introduced with the emphasis upon service improvement
priorities. A new section has also been included on service contributions
towards achievement of the corporate priorities of e-government, diversity and
people management.
The following options are available on the involvement of Select
Committees in the Service Plan process :-
1.
The submission
of the entire contents of each Service Plan to the relevant Select Committees
as shown on Appendix 2.
2.
The submission
of parts of the Service Plan, that the Co-ordinating Committee considers are
necessary, to the relevant Select Committees with six monthly updates of the
Improvement Plans progress.
3.
The submission
of all Service Plans to the Resources Select Committee to enable a general
corporate overview of resource implications.
RELEVANT PLANS,
POLICIES, STRATEGIES AND PERFORMANCE INDICATORS
Service Plans provide the step between the Council’s Corporate
Objectives and staff’s Personal Development Review. They also link the
Council’s priorities, service priorities and resources together.
CONSULTATION
PROCESS
In accordance with the Council’s Annual Planning Cycle draft Service
Plans are due to be considered by Select Committees during September.
FINANCIAL, LEGAL,
CRIME AND DISORDER IMPLICATIONS
Each Service Plan will incorporate relevant details.
