DEVELOPING AND IMPROVING THE ROLE OF SELECT COMMITTEES - SOUTH EAST EMPLOYERS

 

HEAD OF SELECT COMMITTEE AND REVIEW TEAM

 

REASON FOR CONSIDERATION

 

To review the progress being made on the key recommendations and areas for improvement following workshop facilitated by South East Employers on 1 June 2004.

 

ACTION REQUIRED BY THE COMMITTEE

 

To note the action taken to date and identify any areas of priority or further measures that are required.

 

BACKGROUND

 

Members will recall that the Council engaged the services of Mark Palmer, the Head of Improvement and Development, from South East Employers to conduct a review of the development of Select Committees and draft a training programme for members.

 

The review focussed on structures, public engagement, impact and outcome, policy development, external scrutiny, workplans, members skills and relationship with the Executive.

 

Arising from this Mark Palmer produced a summary of key recommendations and areas for improvement. A copy of this is attached and the action taken to date, or proposed, is also indicated.

 

It will be for the new Council in May 2005 to take forward the development of the overview and scrutiny. The Committee is invited to identify key issues that are seen as a priority for 2005-06.

 

RELEVANT PLANS, POLICIES, STRATEGIES AND PERFORMANCE INDICATORS

 

Independent and challenging overview and scrutiny is an important element in ensuring the efficient delivery and effectiveness of the Council’s Corporate Objectives and its associated plans and policies.

 

CONSULTATION PROCESS

 

Officers have liaised with colleagues from other authorities on a range of issues raised by South East Employers.

 

FINANCIAL, LEGAL, CRIME AND DISORDER IMPLICATIONS

 

Many of the recommendations and improvement areas involve processes and therefore do not have any financial, or legal, implications.  The staffing resources available within the Select Committee and Review Team is the limiting factor in developing improvements and therefore this has to be based on priorities identified by the Co-ordinating Committee.
